The Tut
Let's begin by opening the template in PSP and Duplicating it. Close out the original Template and work off your copy.
Delete the Tracy F. Designs Layer and increase your canvas size to 700x700 pixels. We'll crop it down when we're done.
Open the tube you will be using.
Make the circle 1 layer active.
select all/float/defloat
add new raster layer
select your floodfill tool
Using the darker colour floodfill the new layer in the selection
go to effects/texture effects/blinds and apply the following settings

Deselect
Make Rectangle layer active
select all/float/defloat
add new raster layer
select your floodfill tool
Using the darker colour floodfill the new layer in the selection
Duplicate Layer
effects/plugins/Tramages/Tow The Line
Apply the following Settings

change the blend mode of the tow the line layer. I used overlay, but depending on your colours another mode might look better on yours.
Deselect
Make Strip layer active
select all/float/defloat
add new raster layer
select your floodfill tool
Change your colour to Gradient and use Foreground-background with the following settings

Duplicate Layer
effects/plugins/Tramages/Tow The Line
Apply the following Settings

change the blend mode of the tow the line layer. I used overlay, but depending on your colours another mode might look better on yours.
Go to selections/modify/expand
Expand pixels by 2
add new raster layer
floodfill with Black
drag to beneath both your tow the line layer and your gradient layer
Deselect
Make circle 2 your active layer
select all/float/defloat
add new raster layer
select your floodfill tool
Floodfill with your gradient
add new raster layer
Make your paintbrush tool active
Select a brush that you like the look of.
be sure that your colour is set to black
play around with brush positioning or you can even use multiple brushes.
once you're happy, change the blend mode to overlay
duplicate that layer
deselect
Make the text layer active
select all/float/defloat
add new raster layer
select your floodfill tool
Floodfill with your gradient (make sure that the foreground-background colours are the same two you used earlier)
Go to selections/modify/expand
Expand pixels by 2
add new raster layer
floodfill with Black
Drag to beneath your other text layer
copy and paste your tube
arrange to your liking. you can use my sample as a guide.
Make the top strip layer (that's the strip layer with tow the lines applied to it)
select all/float/defloat
invert
go to your tube IMAGE and either use a close up tube, or the same tube and mirror it.
copy and paste as a new layer
arrange using the selection as a guide
hit delete to get rid of excess tube
duplicate
on copy layer
adjust/blur/gaussian blur
apply with setting of 3
Change Blend Mode to Soft Light
on original layer
change blend mode...
play around and see what you like
I used hard light
Select two colours from your tube (contrasting colours to the ones you've been using is best)
make glitter circle layer active
add new raster layer and drag to below glitter circle 1
floodfill with new gradient
(foreground-background gradient with new colours)
add mask of choice
move mask around until you like it.
merge group
duplicate mask if you'd like
arrange second mask layer till you're happy
merge visible
crop and/or resize to your liking
add copyright info and name.
